Students do not have expectations set for them, so they start to disengage from learning.
Students also become complacent and do not strive for mastery as this has not been modelled for them.

Students develop gaps in their understanding and need remediation. 
Students do not make standard progress so fall behind.  
Student mastery data stays the same or declines as issues related to effective teaching are compounded. 
Students behaving in an inappropriate manner increases.
