Unable to Make Informed Teaching Decisions
Teacher, Garvey, is not Using Individual Turns
Garvey is teaching reading. Throughout Lessons 11–20, he does not provide individual turns each time it is required in an exercise. When he does give individual turns, he gives most of the turns to higher performing students as they usually don’t make errors.

He gives the mastery test and checkout at Lesson 20. Two thirds of the students do not pass the mastery test or checkout. Garvey is unable to determine if the students performed poorly because they were not firm as a group or as individuals.
