Teacher does not Have High Expectations for Students

Teacher, Dean, likes to have a fun and relaxed atmosphere in the classroom. He likes to joke with students, and he allows them to get up and walk around the classroom regularly. Lately, Dean is noticing that students are often getting up from their desks when they should be completing their individual work, and they interrupt Dean when he is teaching. The latest test results show a drop in student improvement. 

Dean has not implemented the school-wide behaviour model effectively in the classroom and he has not reinforced the rules with students. Dean has also not been collecting data on behaviour and is not able to reinforce positive high expectations in the classroom.
