Learning Time is Lost and Students Cannot Make Standard Growth

The Teacher has not Embedded Routines and Expectations 

Teacher, Claudia, is teaching a reading lesson. Students enter the classroom and take their seats. Claudia asks students to collect their workbooks and whiteboards and bring them back to their desk ready for the lesson. Some students cannot find their workbooks at all and whiteboard markers are missing or do not work. Claudia is trying to help students to find the materials they need for the lesson. Eventually, Claudia decides to start the lesson, asking students to share workbooks or work together. Claudia lost the first 15 minutes of the lesson trying to locate materials and settle the class. As a result, she did not complete all of the activities in the lesson.
